The contribution describes a model of territorial energy planning to assess the consumption of thermal and electrical energy and the potential of solar energy that can be used by residential buildings, in order to reduce their dependence on fossil fuels, in line with the Europe 2020 objectives. A method for estimating the thermal energy needs is described, both for heating, and for electricity comparing it with the assessment of potential photovoltaic and solar thermal productivity. The approach described has been applied by way of example in two areas identified in Ladispoli town, characterized by the presence of different types of buildings: an historical center and a new suburban district. The current energy performance was first evaluated and then has been calculated the non-renewable thermal and electrical requirement decrease, considering both building efficiency measures and also the possible installations of photovoltaic systems and solar panels. The comparison of the results obtained showed that the methodology is applicable in both contexts; it was highlighted that the new suburbs are the most suitable for exploiting solar potential, especially through photovoltaics; but the reduction in the demand for non-renewable thermal energy through measures to improve the efficiency of the building system, would have a greater impact in all the areas. The model developed has the goal to support local governance implementing energy management strategies to improve the levels of environmental sustainability in particular in urban areas with components of cultural heritage and natural capital, from the point of view of the energy balance.
